Worse, EPIC added, “the duration of dependency has lengthened, with 48 per cent of food stamp recipients staying on the rolls for 20 months or longer, compared to less than 20 per cent after the 1996 welfare reforms.” The result, EPIC commented, is a culture of dependency in which once independent citizens become clients — and, presumably, supporters — of an expanding state.
